Anthony M. Cos
has over 35 years in law enforcement and retired as the Deputy Director of
the Miami-Dade County, Florida Juvenile Assessment Center. His career
included over 22 years with the Miami-Dade County Police Department as the
Executive Officer of the Training Bureau and Police Academy, Executive
Officer of the Budget and Planning Bureau, Accreditation Manager, Human
Resources Coordinator, Affirmative Action Officer, planner, recruiter, and
background investigator. He also was the Chief of the Administrative
Division for the Miami-Dade County Corrections Department, the nation's
fourth largest jail system with eight facilities.
Mr.
Cos has been active with CALEA as a team leader/assessor for the past 17
years. He has also been
involved in state and correctional accreditation programs. Mr. Cos has
served as a consultant to numerous law enforcement agencies during his
career. He was the accreditation consultant to the United States Marshals
Service and guided them to becoming the first federal law enforcement
agency to be accredited by CALEA, and served as the accreditation
consultant to the United States Department of Interior, Bureau of Indian
Affairs. Mr. Cos has attended numerous professional schools and received a
Masters Degree in Public Administration from the University of Miami,

Michael M. Somberg
has over
34 years in law enforcement and is currently the Director of the office of
Grants Management for the largest fully accredited full service public
safety Sheriff’s Office (Law Enforcement, Corrections, and Fire/Rescue)
in the nation with over 6,300 employees, where he is responsible for over
110 different grant projects valued at over $55 million dollars. His
career includes over 18 years with the Monroe County, Florida Sheriff’s
Office (the 2nd Sheriff’s Office in Florida to receive CALEA
accreditation in 1985) where he retired at the rank of Major and 10 years
with the Miami Beach, Florida Police Department where retired as the
Commander of the Professional Standards Unit.
Mr.
Somberg has been involved with accreditation since its inception in 1979.
He was privileged to have been asked to assist in the development of the
first edition of the CALEA standards. Mr. Somberg has served as an
accreditation manager, team/leader, assessor and consultant for both CALEA
and the Commission for Florida Law Enforcement Accreditation.
He is one of the few in law enforcement that has successfully
managed the accreditation process, CALEA and the state of Florida, for
both a Sheriff’s Office and a Police Department. Mr. Somberg has also
served as a consultant to numerous law enforcement agencies during his
career.
Mr.
Somberg completed his graduate and undergraduate work in Criminology at
the Florida State University, Tallahassee, Florida. He attended the
Southern Police Institute and numerous other professional courses. Mr.
Somberg is one of the select few law enforcement professionals who was
chosen to be a Senior Executive Fellow at the John F. Kennedy School of
Government at Harvard University, where he focused on public policy
